Voting is one of the most important civic duties we enjoy as American citizens. Local elections impact us more directly than any other general election. Candidates for mayor, city or county council are directly accountable to the local voters as they live right in the community they serve. Most local elections can be decided by the slightest of margins. Please vote! Voting laws have been changed to give you, the voter, more flexibility to vote. You don’t have to show up at your polling place on election day and you can vote absentee or early. Below is information to help guide you to early voting or absentee voting. absentee voting

Absentee voting by mail is available if you meet any of the criteria below. Absentee ballots are mailed approximately 30 days prior to each election. The deadline to return your absentee ballot application is at 5 p.m. on the 11th day prior to the election. All voted ballots must be received by the Board of Elections and Voter Registration Office no later than 7 p.m. on election day to be counted. Ballots will not be accepted at polling locations on election days. STANDARD USPS DELIVERY TIMES ARE 2-5 BUSINESS DAYS WITHIN CHARLESTON COUNTY. PLEASE ALLOW YOURSELF ENOUGH TIME TO COMPLETE THE ABSENTEE BALLOT PROCESS.

  • Persons who will be absent from their county of residence during early voting hours for the duration of the early voting period and during the hours the polls are open on election day.
  • Persons with employment obligations that prevent them from voting during early voting hours for the duration of the early voting period and during the hours the polls are open on election day.
  • Persons attending a sick or physically disabled person, which prevents them from voting during early voting hours for the duration of the early voting period and during the hours the polls are open on election day.
  • Persons confined to a jail or pretrial facility pending disposition of arrest or trial, which prevents them from voting during early voting hours for the duration of the early voting period and during the hours the polls are open on election day.
  • Persons with physical disabilities.
  • Persons 65 years of age or older.
  • Members of the Armed Forces and Merchant Marines of the United States, their spouses, and dependents residing with them (Learn more about procedures related to Military and Overseas Citizens).
  • Persons admitted to a hospital as an emergency patient on the day of the election or within a four-day period before the election (see additional details below).

Absentee Voting by Mail

  1. CALL, MAIL, or COME IN-PERSON to request your application – You will need to verify your name, Date of Birth, and the last 4 digits of your SSN
  2. SIGN your application.
  3. RETURN your application by 5 P.M., 11 days before Election Day to:
